can portal administrator turn of Terms of Use?

when user first time signing into liferay portal, by default we display term and conditions.
i.e Before accessing the home page, you agreed to the Terms of Use of the portal

A portal admin can turn this feature off, if it is not required by the portal.

password reminder query feature can also be turned off by the portal administrator.
